MGMA Urges CMS to Withdraw Medicare Enrollment Proposals

The Centers for Medicare & Medicaid Services (CMS) proposed broad Medicare enrollment, revalidation, and revocation changes as part of the 2027 Home Health Prospective Payment System Proposed Rule. MGMA Government Affairs submitted comments urging CMS to withdraw the proposed changes as their cumulative effect would be detrimental to medical groups by adding undue compliance burden, and could lead to enrollment consequences for physician practices operating in good faith.

MGMA also joined a coalition of 19 healthcare organizations representing hospitals, physician practices, post-acute and long-term care providers, and other providers and suppliers from across the Medicare continuum in urging CMS to reconsider their proposed changes.

MGMA Joins Coalition Opposing Proposed Payment Cut to Same-Day Services

MGMA joined 140+ national and state medical organizations in urging CMS not to finalize its proposed 2027 Medicare Physician Fee Schedule (PFS) policy to reduce payment when medically necessary, separately identifiable evaluation and management (E/M) services (using modifier -25) are furnished on the same day as procedures with 0-, 10-, or 90-day global periods. The letter makes three core asks to CMS Administrator Oz: don’t finalize the proposed 50% payment reduction for services furnished on the same date as E/M visits reported with modifier -25, don’t expand the cut to inpatient or other same-day services, and address any real overlap through the existing RUC/misvalued code process, not with a blanket across-the-board reduction.

Congress Extends Federal Funding Through December

Congress returned from the August recess and passed legislation extending federal funding through December 11, avoiding a potential government shutdown when current funding expires on September 30. President Trump is expected to sign the measure in the coming days. The extension delays broader fiscal year 2027 funding negotiations until after the midterm elections. As Congress resumes those discussions, MGMA will continue advocating for key Medicare payment policies, including preventing cuts to Medicare physician payment, extending the Advanced Alternative Payment Model (APM) incentive payment, and extending the Geographic Practice Cost Index (GPCI) work floor.
